Tier 5 Unemployment Extension Bill: 99er and Benefits Focus of Petitions

The tier 5 unemployment extension bill continues to be on the forefront of the minds of many who have already exhausted all the jobless checks available to them.  These people need a TRUE extension, not just an extension of time to file for federal emergency benefits.

There was a common misconception that was really unfortunate.  Innocent Americans thought that somehow, the benefits extension would bring them the help that they needed.  The word “extension” threw them off.

There are various petitions available on the Web site Change.org. Click here to sign a virtual petition.  The link will take you to a petition which is meant to add a level of tiers beyond the current 99 weeks.

So far, the only two Senators who have been really vocal about a Tier 5 unemployment extension are Debbie Stabenow from Michigan and Charles Schumer from New York. That’s not to say that there aren’t many other politicians on board, but they are slow to come out and speak about it and make promises.

Figuring out how to fund another unemployment extension is the kicker; the funding of the current extension was held up largely because the GOP didn’t want to use deficit spending to pay for the benefits. If a Tier 5 is to pass, it will have to be funded where there’s no deficit spending and no tax increases on those making less than $250,000 per year.

    my benefits ran out the end of march.I am 59 years old,my credit it shot,cannot finf work.Like previously stated no one wants to hire
    a.people out of work for 2 years
    b.people with bad credit
    c.people over 50 years of age.
    I have to keep internet and phone too in order to apply for jobs.I use the internet job search engines and have reapplied to places i applied to 2 years ago.Unfortunately some of those places are no longer in business.
    I don;t even know if a tier 5 will be available to me if it is passed and that is a BIG IF.
    During the depression people set up shanties in front of the Washington Monument.Perhaps that will get someones attention.
    I also remember a movie called Soylent Green and Logan’s Run. That may become a reality

    First the extension was for anyone who had not used their 99 weeks or had exhausted all of their money,so when i called to get my extension,I was told tha it only applied to people who just used the first 26 weeks or the firstb extension.How does the president tell everyone that this applies to people who have used all their money or have not used the full 99 weeks of unemployment,then suddenly it is completely diffferent,when you go to apply for this extension??????? I am so sick of this crap!!!!!!!! Stop voting for these a********s.

    You must have a good credit score to qualify for a job and i can tell you my credit is awfull. Why does any one think that your ability to work hard has anything to do with your ability to pay your bills. Who makes up theese rules? Is this america? If things wernt so expensive then that would not be a question. Now they are saying that they do not want to give anything back retroactive which keeps your credit score at a low score. People are going to loose thier homes and everything anyway. We are all so far behind. Damed if we do and damed if we dont. Congress has no problem taking our money for themselfs. God im so sick of this. Wait just wait. We will still vote you out in november because if they arnt made to walk in our shoes then they will never know or care about us.

  6. Why doesnt the Labor department get it.
    Today 19,000 new people are collecting weekly jobless claims up to 480,000 weekly
    Many people went thru 99 weeks of unemployment without even getting a job. no phone call, went on several interviews and do not get picked since 20 people apply for each positon. This should not be like a lottery, i want to work. stop talking about jbos saved, and lets concentrate on creating new jobs and helping give incentive for small business to start hiring. And if we ran out of money request emergency dispursment from congress, Use your executive power since this is an emergency crisis.
    And Finally, help the 99ers with more weeks of extension to tier 5 for next six months like we did for the other long term unemployed. We are not animals, but people who want to work, and contribute paying taxes like everyone else. Is anyone listening to all these ads we place everyday.
    Help extend unemployment for the very long term unemployed more weeks extension gives us a lifeline we need to live.

    Some good news for 99ers…please keep contacting your representatives! The Americans Want to Work Act (S.3706)

    The Americans Want to Work Act provides jobs and security for the hardest hit Americans. Currently, over 14.6 million Americans are out of work, a national crisis. During this unprecedented time, we must incentivize business to create jobs and provide a bridge until job seekers can find work. The Americans Want to Work Act does both by:

    * Creating an additional tier of benefits for those who have exhausted their unemployment insurance;
    * Extending the successful HIRE Act payroll tax exemption through the end of 2011;
    * Doubling the general business tax credit to encourage businesses to hire the hardest hit Americans.

    Tier 5 – Unemployment Insurance

    * What it Does: Provides 20 weeks of additional unemployment insurance for states with 7.5% or higher unemployment. This tier will benefit the people who have exhausted all of their benefits.
    * Retroactive Eligibility: Would apply retroactively to everyone who has exhausted all of their previous tiers in recent months. However, benefits would not be paid retroactively. (Example – If you exhausted your benefits 3 months ago, you would be eligible to begin your Tier 5 at the date of enactment. You would not, however, be paid out for the 3 months in which you did not receive benefits. If you are going to exhaust your benefits in 2 weeks, you will move right onto Tier 5 and receive your 20 weeks).
    * Requirements: People who are unemployed still need to meet current UI law requirements such as job searches.

    One Year Extension of the HIRE Act Payroll Tax Exemption & Incentives for Businesses to Hire the Hardest Hit Americans

    * HIRE Act Background: The HIRE Act, signed into law earlier this year, provides two new tax incentives for employers to hire unemployed workers. Under the HIRE Act, businesses that hire Americans who have been out of work for at least 60 days are exempt from paying their 6.2 percent share of Social Security payroll taxes for all new hires up to the FICA wage cap of $106,800. To promote long-term employment, the HIRE Act also provides an additional $1,000 general business tax credit for each worker retained for at least one year.
    * Americans Want to Work Act Provisions: The bill includes two key provisions that apply to all states:
    o Extends the successful HIRE Act Payroll Tax Exemption for one year, through the end of 2011.
    o Doubles the general business tax credit, from $1,000 to $2,000, for businesses that hire (and retain for 52 weeks) someone who has exhausted all unemployment benefits. This is applicable to anyone who has exhausted all unemployment benefits or that is eligible for Tier 5. This would be effective at the date of enactment.
    * Evidence the HIRE Act Payroll Tax Exemption is Working: Recent reports from the Treasury Department show that from February to June of 2010, businesses hired approximately 5.6 million new workers who had been unemployed for eight weeks or more. Businesses have already received potential tax savings of $10.4 billion ($6.2 billion in payroll tax reductions, $4.2 billion in tax credits) from the HIRE Act Payroll Tax Exemption.

    It comes down to simple evolution. The Senate & Congress view us as “space occupiers” at this point. Never mind the contributions we made in the armed forces while they were in diapers chewing on silver spoons. Loyalty is a long forgotten characteristic that they would prefer to avoid the thought of. With the exception of our voting rights, we are basically no longer necessary in their eyes.

    My mommmy. lost lost her job she doesn’t have any money my mommy can’t pay her rent for a month now my mommy can’t buy any food and I saw her crying and we don’t have no where else to go we live in a very small studio. I can’t wait for my mommy to get some dollars so she can buy some pannycake mix my mommy makes good happy face pancakes fer me an my litle brother. I always watch the news with my mom. I’m going to be a doctor when I grow up to deliver babys

    I have to agree with most!! I am n California and if there is no Tier 5 then i must say the homeless population will be very hi! I feel that after so many years of working and 31 years no vacation…just dedication!!!!
    Where does this leave me?????????????and all the rest??????? I am not sure what will happen if this is not passed:where do i go from here?????????????

    i am from w.v. coal country. one of the cheapest places to live, until the recession, which ill call the unemployment recession hit. ive looked for jobs. filled out applications. no one is hiring an adult when they can hire a teen for half the price, so this goes out to thepresident, all the democrats, and the public media who doesnt stand with the american people!!!

    i would like to let you know first hand that i have been a tried and true democrat as well as my whole family all our lives. that stops today!!!! i would like to thank him for throwing the 99ers under the bus, and ill be darned if he gets re-elected or i vote for another democrat!!!! ill take the republican path if this is how this administration is going to help true americans who have fought for this country, mined the coal, worked our rears off to get you elected!!!! tell my kids why we have to move, i cant buy them food, or give them luxuries like electric!!! thank you very much, glad i voted for you!!!!

    I don’t know have many of you people live in michigan the detroit area took a big hit. When Bush sent the factory jobs to China that was the downfall. As a democrat voter I been very disappointed in our gover jennifer granholm. She could of fought with Bush for jobs but layed like a dog and did nothing. Another thing is Michigan Works what a flicking joke they don’t help what happen to are free training? I be taking picture of gloryville detroit and the bubs and send them to all the reps and show what they have done to michigan

  17. wow i read all the views and were made as hell i agree with most about being over 50 and not hiring but we cant prove that rright its agaisnt the law hmm anyway i worked 40 yrs. and paid my taxes and like i keep on saying we need and hand up not a handout so pass that dam bill before you go on that 1 month vaction again and to everybody else you forgot one thing they [congress] get all the pays and that and there health ins is payed for too so they dont have to worry about that at all yea we need too hirre a buss cause i dont have any money to go to washington and park in the white house does anybody have money to go to washington …..not…… well its time to stop playing with people lives and pass tier 5 and like some one said drug test me and im in las vegas 14.5 % were are the jobs that you all say thats there but im and many of us are too lazy to go get…..grrrrrrr……anyway ….. pass 5 pass 5 pass5 get it got it…….. very angry right now………..

    I am in the same boat as many of you. I was laid off from a major investment after three years. After a year, I got a consulting gig which lasted about a month and laid off again. Now I have to move back home with hardly any $ in the bank. This is a disgrace that makes me ashamed to me an American! I have no words for the politicians except “what if you were in our shoes?”

    I know how to fund tier 5.
    1.Stop giving our tax dollars by the billions to other countries,
    2.Stop all the billions of waste in defense spending pork and (like 500 million for jet engines even defense dept did not want.)
    3.Stop all the billions of pork projects everyone in congress asks for and gets.

    The things Congress thinks we can pay for instead of helping Americans in need who are victims. Its simple instead of wasting our money on things that should come after helping Americans, after helping the victims of this depression that has unemployment over 10% in many states pass a tier 5. A normal job climate is 6% or less and we are not even close. Like it was before Wallstreet and Congress greed blew up the job market and housing in 2008. I am mad as hell to keep seeing Congress say this is about where do we get the money! You know the facts we waste billions and I don’t see fights over how we pay for it. It is about what do we spend the money on period? It is about congress thinking we are not a priority vs other countries or your own pork projects each member has. Well come this Nov when we vote we will remember how Congress showed us unemployed Americans we don’t come before the games they play and the pork. Then you’re unemployed. Oh that is right we Americans then pay your pension a another form of pork or should we call it unemployment if you ever worked in congress for life. You get paid for rest of your life after Congress even if serve one term. Congress is okay paying that with no end but we cannot get a tier 5? Well into 2011 we will be seeing high unemployment so make sure tier 5 goes well into 2011. In fact until UI % is back down to 6% in the country. You know the rate that is normal so we can find jobs.

    I am disgusted. This is a mess. I worked for big companies got laid off at a phone company as a finance manager. I am losing everything. TThe media needs to stop saying tier 5 is doubtful. Also tier 4 is a joke 4 weeks does not help. I look everyday. If they go on another vacation and do not fix this then I am sure it will get ugly

    All of congress/senate is about to go on vacation for over a month from August 1st to September 5th (Labor Day) which is known as the August Recess. And then when they get back will be focusing on their re-election campaigns. The 2010 midterm election will be held on Tuesday, November 2 with at least 36 of the 100 seats in the Senate being contested and all House seats coming up for election.

    If you’re a 99er, it’s not looking good.

    When the politicians say there is no funding for extended UI benefits for the 99ers, tell them to take it out of the Comprehensive Annual Financial Funds. Citizens of America, you need to google “Comprehensive Annual Financial Fund.” You will see where trillions of our taxpayer dollars have gone. Yes, I said trillions! There is a fund for every level of government for every state in the union. Don’t forget, today, July 27, they just voted to send Pakistan another 50 or 60 billion! Thank God, in this country, we still have our guns.

    When someone in congress is voted out even if just one term guess what? They get paid for the rest of their life. Unemployment for congress. No end until they die. They sure are okay with a lifetime pension being funded but not helping unemployed in this lack of jobs market. Wonder how they feel if really had to look for a job and no one would hire them?     I agree weneed a Tier 5. I am in that 50 andabove group. I lost my job after 32 years at age 50. They bought me out at 72% less thatn I would have retired at if I would have made it to 62. I also lost all medical I had accrued for those 32 years. Now, I am over qualified or at age 52 they just donb’t hire. How sad to have given those 32 hard working years to end up losing my home, a vehicle, and filing bankruptcy…very embarrasing.

    I called the President of the United States for the first time in my life and left a message with a “Volunteer Message Taker” . I literally broke down to tears the moment I opened my mouth (I had no idea this was going to happen) and I begged him to tell the President to please step in and help us, the 99ers, to survive–with a Tier 5. It was cathartic, unplanned and from my heart. It’s down to that. I’m not going to give up. I’m going to keep signing petitions, writing email and making calls. Hats off to the “Good Guys” who have stuck their necks out for this important cause, the plights of the 99ers. Spread the word and speak out. Thank you.

    To the President and Speaker Nancy Pelosi:

    I am 56 years old and have been desperately looking for job for over 2 years. It is hard to find a job these days even if you are young. Some critics say that we don’t want to find jobs so that we can get unemployment compensation. This is totally untrue. The compensation one gets is only a fraction of what you received when you were employed.

    So do the right thing. Please pass the Tier 5 Extension so we can at least get by with day to day life. I didn’t get unemployed by choice, but due to the results caused by financial decisions made by the present and past governments.

    We need this yesterday. Statistics are that there are 5 people to every job out there. I live in Las Vegas, NV where I believe it’s even worse. Some parts look like a ghost town compared to a few years ago. Many commercial properties stand empty. I’m also a senior citizen which makes my chances of getting a job harder. Job connect told me to relocate. I signed a lease in January. It’s as if the politicians want to shove us under the rug and forget about us. The President hasn’t said a word about this large group of Americans that are out of work. They would rather label us spoiled or lazy and therefore undeserving when in fact banks and big business were allowed to run rampant, with tax cuts no less, that has led us to these circumstances. It’s greed in the highest degree that has been our financial downfall. Greed on the part of the people who least needed money and now the middle class, the backbone of this country, are paying the price by losing our way of life without a safety net. I’m sure if it was the big business’s that were in our shoes they would be running to help them. It has been a degrading experience for hard working Americans to face losing everything and ridiculed for it. It’s a sad time in deed. Especially since it wasn’t our fault that we are here. It’s time for our government to stop shelling out for everybody all over the world and retreat back to taking care of their own country. Yes we need a tier 5 for now but what we really need are decent jobs that we can support ourselves. There should be more incentives for these big business’s to help rebuild in our country. All I’ve heard so far is lip service we need a real plan to build industry in America until then this will not end.

    The two job intereviews (sent out over 675 resumes (to jobs that I was more than qualified for) I was lucky enough to have gone on I was too experienced and willing to accept $40,000 a year job when I use to make $75,000 the interviewer would ask me why I would settle for such a job and salary! Hello I have no choice I need something – anything! I am 47 year old woman that no one is interested in because I am over experienced and willing to accept a low paying job! Need some help – need a Tier 5 just until companies will consider older experienced people willing to work!

    But: Your forgetting the 99ers……..

    I listened to your speech about how the economy and the unemployed are linked but…

    This answers none of the Tier 5 questions. We are all in the same job market. If it is accepted that there are no jobs for the Tier1-2-3-4 people than how can you justify not including the 99ers into this extension. Most of the 99ers are in the 50-70 year old category. Employers are getting away with age discrimination making it even more difficult for these people to find work. They have worked longer and payed more into the system.
    How is this action justified without including everyone.
